The last two Missvot in the Torah are found in Perashat Vayelekh, and one of them is the Missvah of Haqhel. Every seven years on the second day of Sukkot, on the Sukkot right after a Shemittah year, men, women, and children gathered in the ladies section of the Bet HaMiqdash to hear the king read part of Sefer Debarim. Even though Haqhel is a Missvat 'Aseh SheHaZ'man G'rama (a positive commandment governed by time) women were obligated, and a special section was made for them to hear the reading.

The Torah says that the purpose for this Mitzvah is

למען ישמעו ולמען ילמדו ויראו את ה' אלקיכם ושמרו לעשות את כל דברי התורה הזאת

So that they will hear and learn and fear HaShem your G-d to fulfill all the words of this Torah

The Seforno explained that the wise people just have to hear the reading and they will understand the Torah, and those that don’t understand it will learn from the wise people. And knowing and understanding the Torah will lead to both fear of Hashem and observance of the Missvot.

The last Missvah is for every man to either write or have a Sefer Torah written for him. If a person is not able to write a Sefer Torah and cannot afford to have a Sefer Torah written for him, then he is exempt from this Missvah. But once one can afford it, it is an obligation. When one has a Sefer Torah written, they should not donate it, they should just make it available to a Synagogue or Bet Midrash, while still retaining ownership of the Sefer Torah. Like the previous Missvah, this also makes the Torah more well known among people. Having your own Sefer Torah as well as having a national reading every seven years was meant to strengthen our connection to the Torah and Missvot.

HASHEM WILL HIDE HIS FACE

In the middle of Perashat VaYelekh HaShem told Moshe that after he passes away that the nation will sin by worshipping idols and by abandoning HaShem, which the Abarbanel explained meant no longer fulfilling the Missvot. HaShem also told Moshe that He will punish them by abandoning them, which the Abarbanel explained as no longer blessing them with good things, and He also was going to punish them with troubles. Then HaShem said that the people will attribute their troubles to the fact that HaShem is not in their midst. And then HaShem said that he would continue to hide His Face from them, using the word "hide" two times (הסתר אסתיר). The Abarbanel explained that according to Ramban, at that point, the people were only going to have remorseful thoughts but they would not actually repent completely. Therefore HaShem will continue to hide His Face from them, but he won't continue to punish them with troubles because of their remorse. When they fully repent He will no longer hide His Face which means that He will resume blessing them with good things.

But the Abarbanel also offered several other explanations:

1) Since they only attributed their troubles to HaShem not protecting them (על כי-אין אלקי בקרבי), but did not recognize that HaShem was actually directing punishments at them, the degree of hiding His Face will be doubled, which is why the word was doubled (הסתר אסתיר) in HaShem's response to their words. So according to Ramban HaShem will reduce their punishment because of their remorse, but according to this explanation their punishment will increase because they attributed their troubles to the absence of Divine Providence as opposed to direct Divine Retribution for their sins.

2) Maybe they attributed their troubles to the lack of help from their false gods. When they said

על כי-אין אלקי בקרבי Which could be translated as, Because 'my gods' are not in my midst

According to this explanation they did not even have remorseful thoughts as they blamed their troubles on the deficiency of their idol worship which resulted in the false gods unwillingness to protect them. Therefore the level of HaShem's estrangement from the nation will be doubled (הסתר אסתיר).

3) Perhaps they only regretted abandoning HaShem (not fulfilling the Missvot), but did not regret or refrain from idol worship. Meaning at that point they wanted to continue worshipping idols and also worship HaShem and fulfill Missvot. This explanation is supported with the continuation of the verse about HaShem continuing to hide His Face (הסתר אסתיר) when it says,

כי פנה אל-אלהים אחרים Because of turning to other gods

Since worshipping both HaShem and idols together is completely unacceptable, the level of estrangement from HaShem would be doubled at that point. Of course only a complete return to HaShem, fulfilling all of the Missvot, including a total rejection of idol worship, would earn total forgiveness with a resumption of Divine Providence.
